Publisher Tier Lists
These are the three explicit source lists the compare and reporting tools use. A publisher that is not listed here is treated as unclassified until an analyst assigns it to Verified, Discovery, or Watchlist.
Source tiers do not decide whether an article is relevant. They describe how much confidence the monitor should place in the publisher
when grouping coverage gaps and building reports.
